The Florida Department of Children and Families (DCF) has announced the termination of the SUNCAP program. This initiative, which previously allowed Supplemental Security Income (SSI) recipients to receive food assistance without additional paperwork, concluded on September 30, 2026, as directed by the United States Department of Agriculture (USDA).

As of that date, the Social Security Administration (SSA) no longer assesses eligibility for food assistance for SSI households in Florida. Those who relied on SUNCAP must now apply directly through the regular SNAP program managed by the DCF.

While this transition does not imply that all recipients will lose their food assistance, it is essential to recognize that benefits will not continue automatically without action.

Transition Period: October 2026 to March 2027

The DCF has set a six-month transition period during which it will inform current SUNCAP beneficiaries on how to continue applying for assistance, provided they meet the eligibility criteria.

Notifications may arrive via postal mail or through the beneficiary's account on the MyACCESS portal, making it crucial to monitor both channels.

Receiving SSI does not automatically qualify one for SNAP under the new framework. Each household must submit an application to the DCF and undergo the standard eligibility determination process, which may include a phone interview and the submission of documents such as identification and income verification.

Typically, the DCF has 30 days to process a SNAP application.

Steps to Apply for SNAP After SUNCAP Ends

The DCF advises that the quickest method is through the MyACCESS online portal, where individuals can initiate the process without creating an account if they are applying solely for SNAP. This application process generally takes between 30 and 60 minutes.

For those who prefer in-person assistance, visiting a DCF Family Resource Center or a local community partner is an option.

Alternatively, applications can be mailed to the Office of Economic Self Sufficiency Mail Center, P.O. Box 1770, Ocala, FL 34478-1770, or faxed to 1-866-886-4342. For telephone guidance, the DCF Customer Contact Center can be reached at 850-300-4323.

Work Exemptions: Not Automatic

SSI or Social Security Disability Insurance (SSDI) recipients may qualify for exemptions from Florida's SNAP work requirements, but they must inform the DCF and provide the necessary documentation.

Simply receiving SSI does not automatically grant a work exemption.

Impact on a Significant Population

As of last September, Florida had 537,011 SSI beneficiaries, with 45.5% aged 65 or older and 70.2% being blind or disabled. Many of these households, including senior citizens, people with disabilities, and qualified immigrants like Cubans, depended on SUNCAP due to its straightforward access.

The program's end coincides with significant changes in SNAP. Beginning October 1, 2026, new fiscal year 2027 maximum allotments are in effect: $306 for a single-person household, $562 for two, $808 for three, and $1,023 for four. These are maximum benefits; actual amounts depend on income, household size, and applicable deductions.

Florida has already seen a reduction of approximately 647,822 SNAP participants—about 22%—between July 2025 and July 2026, amid national changes prompted by federal legislation passed in July 2025 that expanded work requirements and decreased federal participation in state administrative costs.
