On October 12th, the European Union took decisive action by adding 1,569 individuals and entities from Russia's military-industrial complex to its sanctions roster, in response to the ongoing conflict in Ukraine. This comprehensive package targets 826 Russian enterprises along with 743 executives. The EU Council has declared it the most extensive sanction expansion ever decided by the bloc in a single move.

Focus on Military Component Suppliers

This recent measure primarily targets suppliers of critical components for missiles, drones, and military aircraft. According to Kaja Kallas, the European Union's chief diplomat, more than half of these new entries are directly involved in the production chain of ballistic missiles, which Russia employs in its assaults on Ukraine.

The EU Council's statement highlights that the sanctioned companies provide vital components to Russia's defense sector. Notable items include semiconductors, microcircuits, computers, radars, antennas, communications equipment, and navigation systems. Additionally, components for aviation and missile systems, as well as explosives and ammunition, are mentioned.

The European institution estimates that these newly sanctioned suppliers collectively generate an annual revenue of at least 20 billion euros and employ over 250,000 people.

Asset Freezes and Travel Bans

Entities and individuals newly listed are now subject to asset freezes under EU jurisdiction. Furthermore, they are barred from accessing or receiving economic resources, either directly or indirectly. For individuals, a travel ban within the European Union is also imposed, preventing entry or transit through its territories.

This decision follows the call made by the European Council on June 18-19, 2026, to escalate pressure on Moscow due to its military aggression against Ukraine and attacks on civilian infrastructure.

With these additions, the EU's sanction regime concerning actions that threaten Ukraine's territorial integrity, sovereignty, and independence now approaches nearly 4,600 sanctioned individuals and entities, according to the Council.
