The Cuban government is developing 18 homes in the municipality of San Luis, Santiago de Cuba. This initiative includes eight houses built from shipping containers intended for families who lost their homes during Hurricane Melissa, and an additional ten houses of Type 4 construction in the Julio Maceo neighborhood.

According to a post by the San Luis Municipal Assembly of People’s Power on Facebook, three out of the eight container homes are nearing completion, while the remaining five are still under construction.

Authorities plan to deliver the first three houses shortly, although no specific date has been provided.

Photos released depict metal structures modified with doors, windows, and roofs. However, there is no information about their dimensions, interior conditions, or features regarding ventilation and thermal insulation.

It remains unclear whether the affected families will need to pay for these homes or if they will be provided at no cost.

Lightweight Material Homes in Julio Maceo Neighborhood

In addition to the container homes, the government is also constructing ten Type 4 homes using wood and lightweight materials in the Julio Maceo neighborhood, still within San Luis, as reported by the Municipal Assembly of People’s Power.

Images shared by the assembly show houses with wooden plank walls, masonry bases, and corrugated steel roofs. Some have been painted, while others are still in the final stages.

Official reports state that four of these homes are nearly completed, though they still require finishing touches and electrical installations.

The authorities acknowledged that the national resource shortage has delayed progress, without stating when all homes will be ready.

Container Homes: A Controversial Solution

Using containers for housing is not a novel concept in Cuba. The government has been advocating this method since 2025 to address the housing deficit, but its rollout has been plagued with delays and criticism.

In Guantánamo, residents reported leaks, plumbing issues, and electrical faults in container homes, which were priced around a million Cuban pesos.

Previously, it was announced that some recipients might have to cover costs nearing 900,000 Cuban pesos for these homes, even after losing their original homes to natural disasters.

Beyond economic concerns, there are also questions about living conditions. Cuban architect Abel Tablada pointed out that containers can become extremely hot if not properly insulated.

In Santiago de Cuba, officials have not clarified what measures are being taken to ensure adequate living conditions or the cost of these new homes.

As construction progresses in San Luis, these questions remain unanswered for families hoping to regain shelter after losing it to Hurricane Melissa.
