The mayor emphasized Miami-Dade's pride in hosting international leaders and acknowledged the importance of diplomacy in seeking resolution to the war in Ukraine. However, she distinguished between engaging in talks with Putin and providing him, in her words, "a place of honor" within the community.
"Diplomacy matters, and ending this war matters. But dialogue does not require celebration," Levine Cava stated.

Levine Cava underscored the diverse immigrant background of the county, noting that Miami-Dade has welcomed generations of Cubans, Venezuelans, Nicaraguans, Haitians, and Ukrainians who fled persecution or authoritarian governments.

Despite her criticism, Levine Cava assured that the county government would cooperate to ensure the G20 summit proceeds safely for both residents and visitors.
"We will do our part to ensure the G20 runs smoothly and safely for our residents and guests," she stated, adding that Miami-Dade will also affirm that "the values of this community are not negotiable."
Washington's Contrasting Position
The mayor's position contrasts with Washington's decision. Secretary of State Marco Rubio confirmed on September 24 that the United States formally invited Putin to the G20, describing the summit as an opportunity for the Russian leader to engage with both the U.S. president and other global leaders.
"We have invited President Putin to the G20. We believe this is a chance for him to interact not only with (Trump) but also with other world leaders. We hope he accepts the invitation," Rubio stated.
The invitation marks a potential return for Putin to the G20 in person, after several years of absence. The Russian leader has not attended the summit in person since 2019 but participated virtually in 2023.
The leaders' summit is scheduled for December 14 and 15, 2026, at the Trump National Doral in Miami-Dade.
