Zelensky Confirms Ukrainian Drone Strikes on Russian Oil and Logistics Facilities Near Moscow

This past Sunday, Ukraine launched a substantial drone assault targeting two strategic sites within the Moscow region: the Kapotnia oil refinery and the Sofyino logistics complex.

Ukrainian President Volodymyr Zelensky took to social media platform X to verify the mission, describing the impact as "highly significant." He mentioned that the operation utilized a variety of drones and missiles, such as FP-1, RZ-100, MICH-2000, Palianytsia, Vendetta, Liutyi, Bars, Flamingo, Sichen, and Pelican.

"Our long-range responses had a profound impact on the Moscow region last night. We struck a key facility in Russia's oil industry as well as the aggressor's logistics hub. These are billions of dollars that fuel the war machine," the Ukrainian leader stated.

Impact on Russian Infrastructure

The Kapotnia refinery, a major asset owned by Gazpromneft, processes around 11 million tons of oil annually, supplying approximately 40% of Moscow's gasoline and half of its diesel. Former Ukrainian official Anton Gerashchenko noted on X that a warehouse complex in Sofyino, located in the Ramensky district, was also hit.

Moscow region Governor Andrey Vorobyov confirmed at least two fatalities and six injuries from the nighttime attack. Among those affected was a 44-year-old woman who died in Sofyino following a drone strike on a three-story residential building, with five others injured, including two children. Moscow Mayor Sergei Sobyanin acknowledged damage to the refinery but reported no casualties within the facility.

Timing and Reactions

The attack coincided with the final day of Russia's legislative elections for the State Duma, held from September 18 to 20, adding a symbolic layer to the timing of the operation by Kyiv.

The operation involved the Security Service of Ukraine (SBU), the Unmanned Systems Forces, Special Operations Forces, Ukrainian Defense Intelligence, and the Foreign Intelligence Service. Zelensky also mentioned that "sanctions" were enacted against a facility in the Voronezh region.

This event occurred just a week after former U.S. President Donald Trump publicly urged Zelensky to halt attacks on Russian refineries, arguing that they caused fuel shortages and "harmed the world." Trump claimed both nations had agreed to avoid targeting each other's energy infrastructure, but Zelensky denied any formal agreement. Sunday's attack makes it clear that Kyiv does not adhere to such restrictions.

Ongoing Conflict and Economic Ramifications

This is not the first instance of Ukrainian drone strikes targeting Kapotnia. The refinery was previously hit in June 2026, and according to the Kyiv Independent, it was unlikely to resume operations within the year. By mid-September, Reuters reported that half of Russia's major diesel-producing refineries had scaled back production following successive Ukrainian drone attacks.

The Institute for the Study of War (ISW) assessed in September 2026 that Ukraine's long-range campaign is undermining the Russian economy and diminishing its military capabilities, with several refineries struck in recent weeks.

Meanwhile, Russia has persisted with its own campaign against Ukrainian civilian infrastructure. The United Nations documented at least 423 Russian attacks on Ukraine's electrical facilities from October 2025 to March 2026, with bombings continuing in September, resulting in nine deaths on the 12th and power outages affecting over 350,000 homes in Odesa.

Zelensky concluded his message with a direct warning to Moscow: "Russia must end its brutal war and choose peace over building air defense rings at the expense of other regions. Steps toward de-escalation are on the table, in energy and food security. What is needed is political will."
