The educational authorities in Matanzas have confirmed that all notebooks and pencils needed for the first semester of the 2026-2027 school year are secured, with classes set to commence on September 1st.

According to Periódico Girón, this assurance was given during an inspection visit by Cira Piñero Alfonso, the First Deputy Minister of Education, who toured Matanzas to review the readiness of educational institutions for the upcoming academic year.

Ricardo Muñoz, the Provincial Director of Education, presented a report to the official, noting that enrollment figures for the region are expected to reach 95,343 students, an increase of 801 compared to the previous year. This growth is primarily seen in early childhood education and high school levels.

"We have secured all necessary notebooks and pencils for the first semester and have distributed essential resources like shoes and backpacks to 1,935 vulnerable students," Muñoz stated, as reported by the state-run Periódico Girón.

Uniform Shortages and Broader Issues

Despite these provisions, school uniforms remain an unresolved issue. Muñoz acknowledged that municipalities such as Limonar, Ciénaga de Zapata, and Los Arabos face significant challenges in uniform distribution. Efforts are underway with local authorities to ensure every student has a uniform by the start of classes.

This problem is not confined to Matanzas. Education Minister Naima Trujillo admitted that only 20% of students nationwide will have new uniforms by the beginning of the 2026-2027 school year, marking the second consecutive year of incomplete coverage. Nationally, the demand is for approximately 3.6 million garments, but production has only reached between 2.2 and 2.3 million.

Staffing and Transportation Concerns

The teacher shortage is another significant issue. Of the 8,746 teaching positions approved in Matanzas for this academic year, only 6,635 are filled, leaving 2,111 positions vacant. These gaps are addressed through hourly contracts, trainee teachers, and workload redistribution. This mirrors last year's situation, indicating a systemic rather than temporary issue.

Deputy Minister Piñero Alfonso confirmed the September 1st start date for the academic year nationwide, emphasizing transportation as a critical priority. "Ensuring reliable transportation is essential to maximize student attendance and anticipate challenges that could hinder the school's operation," she stressed.

She also highlighted the need to prioritize students in remote communities lacking resident teachers. The event was attended by Liem O'Farril Mons, the National Director of Higher Secondary Education.

The backdrop for this academic year is particularly challenging. The 2025-2026 school year was cut short due to blackouts, fuel shortages, and transportation issues. A recent estimate suggests the cost of providing a child's breakfast and snack for a month could exceed 10,000 Cuban pesos, a prohibitive amount for most Cuban families.
