Trump Appoints New Deputy Secretary of State for Western Hemisphere Affairs

The Trump administration has appointed a 38-year-old Hispanic American as the new Deputy Secretary of State for Western Hemisphere Affairs.

Juan Pablo Segura, born to Argentine parents in Alexandria, Virginia, now takes on the crucial role of leading Washington's policy towards Latin America, the Caribbean, and Canada.

Segura assumed office on August 14, following his Senate confirmation a week earlier.

On Monday, he communicated his agenda in Spanish on his official X account, stating: "Together with our exceptional team, we will advance President Trump's vision to keep our region safe from cartels and narcoterrorists, foster prosperity for Americans and our partners, and secure our borders. I am ready to get to work!"

In another message on X, he praised his predecessor, Michael Kozak, a career diplomat with over 50 years of service who played a key role in the maximum pressure policy towards Cuba and Venezuela.

"StateDept thanks him for his dedication and unwavering leadership in making our hemisphere safer, stronger, and more prosperous," Segura wrote.

From Business to Diplomacy

Segura enters the role with an unconventional background for diplomacy: he is a businessman and public executive, not a career diplomat.

Before joining the Department of State, he served as Virginia's Secretary of Commerce under Governor Glenn Youngkin, overseeing an economy exceeding $710 billion annually, attracting record investments, and reducing state regulations by over 35%.

“During his tenure, Virginia set records in attracting new capital investments, streamlined over 35% of state regulations, and reclaimed the coveted title of the number one state for business,” detailed the Department of State on its website.

In addition to his business acumen, the new U.S. diplomat speaks five languages.

Education and Early Career

Segura studied at the University of Notre Dame, graduating in Accounting and East Asian Studies. He is also a Certified Public Accountant (CPA).

His early career was rooted in the private corporate world, where he focused on "entrepreneurship and transforming outdated industries," according to the Department of State.

In 2014, he founded Babyscripts, a health tech company that specializes in prenatal and postpartum care through digital platforms. The company has been recognized by CB Insights as one of the world's 150 most innovative health companies.

Segura has received numerous accolades, including the Young Entrepreneur of the Year award from the Hispanic Chamber of Commerce of the Washington Metropolitan Area, a nomination for the Ernst & Young Entrepreneur of the Year award, and the Young Entrepreneur of the Year award from the Washington D.C. Chamber of Commerce.

Strategic Vision for the Americas

During his Senate Foreign Relations Committee confirmation hearing in June, Segura stated that the Trump administration aims to "reaffirm the Monroe Doctrine" to restore American preeminence in the hemisphere.

He outlined priorities such as border security, combating drug trafficking, and economic diplomacy, and pledged to make democracy, human rights, and the release of political prisoners central to his tenure.

Segura's appointment, without prior diplomatic experience in Latin America and the Caribbean but with strong cultural and familial Latino roots, comes at a time when Washington is exerting maximum pressure on Havana. Secretary of State Marco Rubio, the chief architect of Trump's hemispheric policy, has emphasized that Cuba remains a priority for the administration.

Segura's Hispanic heritage and fluency in Spanish—highlighted in his first official message in the language—are elements the Trump administration has emphasized as part of its communication strategy with the region.

His term begins in a period marked by the fall of Maduro, the Cuban regime crisis, and increasing pressure on Nicaragua.
