Russia Provides Audiovisual Equipment to Cuba's National Electoral Council

On Tuesday, Russia's Central Election Commission presented a selection of technological and audiovisual equipment to Cuba's National Electoral Council (CEN) during a ceremony held at the Russian Embassy in Havana.

The equipment package features a Canon EOS 5D Mark IV DSLR camera, a professional Canon video camera, a laptop, and various accessories for photography and video recording.

The event was led by Russian Ambassador to Cuba, Viktor Koronelli, and CEN Secretary, Eraida Espinosa Aguilar. Both officials expressed, according to the embassy's official publication, their mutual commitment to enhancing Russian-Cuban collaboration in electoral matters.

This delivery is part of a larger initiative: just four days later, on August 8, the head of Russia's Central Election Commission, Ella Pamfilova, and the president of Cuba's CEN, Alina Balseiro Gutiérrez, are scheduled to sign a memorandum in Moscow. This agreement aims to refine Cuban electoral legislation, improve the so-called "legal culture," and encourage the use of modern technology in the island's electoral processes.

The Cuban delegation engaged in a two-day visit to Russia's Central Election Commission to become acquainted with its regulations and technologies prior to the agreement's signing.

The CEN, established in July 2019, is the state body responsible for organizing and overseeing elections, referendums, and public consultations in Cuba. It consists of 21 members who report to the National Assembly of People's Power.

This electoral cooperation is part of a broader trend, reflecting Cuba's increasing reliance on Moscow. Over the past two years, this has included donations of medicines, ambulances, vehicles, and commitments in energy, military, and financial sectors.

Earlier this year, in February, Koronelli publicly reaffirmed Moscow's stance: "Russia will continue to provide both political and material support to Cuba."

The expansion of electoral cooperation between the two governments is particularly noteworthy given that Russia is consistently criticized by international human rights organizations for its non-competitive elections, whereas Cuba is a single-party state where the electoral system excludes genuine political pluralism.

The memorandum to be signed in Moscow on August 8 will officially cement this connection, positioning the Cuban regime as an openly declared student of the Russian electoral model.
