Luis Manuel Otero's Departure from Cuba: Regime's Claims Under Scrutiny

The state-sponsored propaganda show "Con Filo," hosted by the regime's spokesperson Michel Torres Corona, devoted a segment on its July 22 broadcast to persuade viewers that artist and activist Luis Manuel Otero Alcántara left Cuba voluntarily, without any pressure or coercion.

This assertion, made around the 3:37 mark of the program aired on YouTube, directly contradicts documented events and Otero Alcántara's own statements.

"The fact that Alcántara arrived in Miami without the physical aftereffects some predicted, and departed through Havana's airport without violence or imposition, has sparked some controversy and skepticism over there, which we feel obliged to highlight," said Torres Corona during the show, co-produced by Cubadebate, La Pupila Insomne, and the Cuban Institute of Radio and Television (ICRT).

The regime's narrative hinges on two points: Otero Alcántara's seemingly good physical condition upon arriving in Miami and his ability to take over 4,000 paintings out of prison.

The program openly mocked these points, suggesting that allegations about his imprisonment conditions were exaggerated or fabricated.

What Torres Corona failed to mention is Otero Alcántara's own statement regarding the paintings: "Because I was dying, and they didn't want me dead," he told Martí Noticias, explaining why authorities allowed him to paint during his five-year incarceration in the maximum-security prison of Guanajay, in Artemisa.

The regime's version also starkly contrasts with what Otero Alcántara declared upon arriving in Miami on July 18 aboard American Airlines flight AA2706.

"It's important to see that I'm expelled from Cuba and that this is not right. That's not right," he said in an interview with El Estornudo at the Ermita de la Caridad.

In another interview, he was even more explicit about the nature of his departure: "I was still imprisoned. They were just taking me somewhere else," he asserted.

Documented events reveal a systematic pattern of coercion.

On July 7, two days before his sentence formally expired, State Security agents removed Otero Alcántara from Guanajay without notifying his family and transported him to a house near Guanabo, where he was held under surveillance with all his conversations recorded.

For days, his whereabouts were unknown, a situation that Amnesty International classified as enforced disappearance, prompting the UN Committee on Enforced Disappearances to activate Urgent Action AU No. 2357/2026.

The condition imposed by the regime for his freedom was singular: to leave Cuba definitively and irrevocably, despite having fully served his five-year sentence.

State Security did not take him to the airport until the last moment, once the plane's departure was confirmed, and escorted him directly to the aircraft, bypassing usual checks, as narrated by Anamely Ramos in a live broadcast.

This wasn't the first time the regime offered exile as the only option. In January 2022, when presented with the same offer, he declined, stating, "I'll die here."

Four years later, after five years of imprisonment, hunger strikes, and documented death threats, he was expelled with no chance of return.

Torres Corona concluded the segment with a remark summarizing the program's tone: "A whole show, well, you have to live off something. Alcántara knows it, Pentón knows it, and Marco Rubio knows it, even the emperor of the day knows it."

Otero Alcántara, on his part, responded with resolve: "We will keep working and won't waste a minute, because every minute we waste is another minute of dictatorship."
