Hialeah Opens Enrollment for Affordable Housing Program: Key Details to Know

This Wednesday, the Hialeah Housing Authority (HHA) launched its enrollment period for the Housing Choice Voucher Program waitlist, commonly referred to as Section 8 or Plan 8. Residents who qualify have a short seven-day window to submit their pre-registration online.

The registration began at 12:01 a.m. on Wednesday, July 22, and will conclude at 4:59 p.m. on Tuesday, July 28, as indicated in the official HHA announcement.

Applications must be submitted exclusively through the website www.hialeahhousing.org. Paper applications or in-person submissions are not accepted.

Understanding Plan 8: Who Benefits?

Funded by the U.S. Department of Housing and Urban Development (HUD) and managed locally by the HHA, this program subsidizes a portion of the monthly rent for low-income families, elderly individuals, and people with disabilities within the private rental market.

This opportunity arises during a period of significant housing strain in South Florida. According to a RentCafe analysis cited by the Miami Herald, "$1,500 in monthly rent in Hialeah only covers about 576 square feet, roughly the size of a studio or small one-bedroom apartment."

Eligibility and Income Requirements

To apply, candidates must be U.S. citizens, at least 18 years old, and residents of Miami-Dade County. Notably, this year marks a significant change: for the first time, the HHA will not accept applications from legal permanent residents, or green card holders.

Julio Ponce, executive director of the HHA, explained to the Miami Herald that this change follows federal guidelines issued after President Donald Trump returned to the White House, with HUD "enforcing the requirement for citizenship."

The annual income limits for eligibility are as follows:

• 2 people: $54,500
• 3 people: $61,300
• 4 people: $68,100
• 5 people: $73,550
• 6 people: $79,000
• 7 people: $84,450
• 8 people: $89,900

Applicants should be prepared with their full name, Social Security number, date of birth, citizenship status, veteran status, and disability status.

Lottery Process and Priority Criteria

Given the expected high volume of applications, the HHA will not allocate spots on a first-come, first-served basis. Instead, a computerized random lottery managed by an external provider will be used. A total of 2,500 applicants will be chosen for the waitlist.

The HHA emphasizes that "submitting early does not increase the chances of selection."

Among those selected, priority will be given to seniors, individuals with disabilities, those experiencing homelessness, Hialeah residents, and those displaced by federally recognized natural disasters. Only one application per household is allowed, and submitting multiple entries will result in automatic disqualification.

The Long Wait Amid Housing Crisis

Being on the waitlist does not ensure immediate assistance. Ponce shared with the Miami Herald that over 400 families chosen in the previous lottery, held in April 2024, have yet to receive their vouchers. Those selected this year might begin receiving aid by early 2027, depending on availability.

The HHA manages roughly 6,000 active vouchers, with an average of only 300 reassigned each year as current participants leave the program or become ineligible. The overwhelming demand is evident: in the April 2024 lottery, more than 51,000 individuals applied for merely 1,000 spots on the waitlist.

Although vouchers can be used anywhere they are accepted, beneficiaries must rent a home within a 10-mile radius of Hialeah during the first year.
