Carolina Barrero and José Daniel Ferrer Advocate for Cuban Freedom and Democracy at OAS Meeting

Tuesday, June 23, 2026 by Robert Castillo

Once again, Cuba's plight took center stage in hemispheric discussions, thanks to the involvement of independent civil society representatives at the 56th General Assembly of the Organization of American States (OAS), held this week in Panama City.

Activist Carolina Barrero, representing the organization Citizenship and Freedom, and opposition leader José Daniel Ferrer, seized the opportunity during the civil society dialogues to highlight human rights violations on the Island, demand the release of political prisoners, and advocate for the urgent need for democratic transition.

The participation of independent Cuban organizations at the OAS General Assembly offers a crucial platform to convey the concerns and suggestions of civil society sectors with limited operational freedom within Cuba to the international community.

This gathering brings together government representatives, international bodies, and social organizations from across the continent to discuss democracy, human rights, security, and development.

Civil Society Dialogues at the OAS

Citizenship and Freedom actively participated in the dialogue between the OAS, civil society, and social actors, providing a venue where independent organizations could present their positions directly to member state delegations and regional authorities.

In statements made to CubaNet during the event, Barrero criticized the recent economic measures announced by the Cuban regime, warning that they fail to address the country’s fundamental structural issues.

"Many of these measures revisit Raúl Castro's 2007 policies, while others are new initiatives that beg the question of why they weren't implemented earlier. The embargo remains. What prevented these improvements for Cuba, for Cubans, and for the Cuban economy from being made before?" she questioned.

She emphasized that the announced economic changes should not distract from the lack of essential freedoms on the Island.

"Now that the regime attempts once again to deceive with this facade, this theater of illusions, we are here to declare that the sole path to a free Cuba lies in civil and political liberties," Barrero asserted.

Barrero also called for democratic governments’ support to drive a democratic transition in Cuba, stating that the cause for freedom on the Island is bolstered by cooperation among civil society organizations and international allies committed to democracy and human rights.

A Call for Action from Civil Society

Former political prisoner and exiled leader of UNPACU, José Daniel Ferrer, also used the forum to urge a stronger stance from OAS member countries against the Cuban regime and reiterated the need for concrete actions to promote democratic changes in the Island.

"The tragedy endured by the Cuban people must end," declared the opposition figure, urging continental governments to engage in initiatives demanding an end to repression and the initiation of a democratic transition.

Ferrer stressed that defending democracy in Cuba should be a top priority on the regional agenda and highlighted the significance of international solidarity with those enduring political persecution.

"We are not only exposing the tragedy faced by our people and the plight of political prisoners; we are also calling for concrete actions in favor of human rights and the transition to democracy in Venezuela, Cuba, and Nicaragua," he stated in his remarks to the media.

Alongside participating in the official OAS dialogue with civil society, Citizenship and Freedom is also involved in parallel events focused on transitional justice and developing proposals for a future democratic transition in Cuba, working alongside allied organizations and human rights experts.

The presence of Cuban activists at the OAS General Assembly underscores the independent civil society's commitment to keeping the Island's situation on the hemispheric agenda and building international alliances that contribute to defending human rights, freeing political prisoners, and advancing democracy in Cuba.
