The Cuban contingent at the meeting was led by the Ministry of the Interior (MININT), with Minister Lázaro Alberto Álvarez Casas at the forefront. Álvarez Casas has been sanctioned by the United States under the Global Magnitsky Act since January 2021. Also present from the Cuban side was Ramón Romero Curbelo, head of MININT's Intelligence Directorate.

The Cuban government confirmed this visit through an official statement from the Communist Party of Cuba, noting it was "requested by Washington and approved by the Revolution's Directorate." The regime also denied any existence of foreign military or intelligence bases on the island, a claim contradicted by documented evidence: the Center for Strategic and International Studies has identified at least 12 Chinese signal intelligence facilities in Cuba.

According to CIA sources cited by ABC News and the Miami Herald, Ratcliffe conveyed a message from former President Trump: the United States is open to discussions on economic and security matters, contingent upon Cuba implementing "fundamental changes."

The visit coincides with a period of acute political, economic, and energy crises in Cuba, as the regime faces internal pressures from prolonged blackouts, food and fuel shortages, and external pressures due to documented Chinese intelligence presence and Russian warships on the island. Reuters captured video footage showing the departure of the U.S. delegation from Cuba on Friday.
