Roberto Veiga Criticizes Díaz-Canel: "Neither Loved Nor Feared, Just a Party Apparatchik"

Roberto Veiga González, a legal expert and political analyst who leads Cuba Próxima, has expressed that Miguel Díaz-Canel lacks the qualities of a true political leader. Instead, he describes him as merely an executor of the Communist Party's directives. These statements were made following an interview the Cuban leader gave to Brazilian journalist Breno Altman on April 22.

"In Cuba, to have authority, one must be either loved or feared. He is neither. He’s simply a party figure with a mandate from the party, which is Stalinist in nature. He’s fulfilling the party’s orders," Veiga remarked to CiberCuba.

Veiga’s assessment of Díaz-Canel’s governance abilities is scathing: "He is not a politician, nor a political leader. He has never taken on the political leadership role expected in Cuba."

Díaz-Canel's Communication Shortcomings

Veiga also highlighted the Cuban president's lack of effective communication skills, noting his tendency to recycle slogans without offering fresh ideas or dynamic speeches.

As an example of his poor executive capability, Veiga mentioned Díaz-Canel blaming Washington's tariffs imposed in January 2025 for the breakdown in waste collection services, which had already collapsed beforehand. "He claims they can't collect solid waste because of U.S. tariffs from January. Excuse me? The trash hasn't been collected since last year," Veiga quipped.

The Reason Behind Díaz-Canel's Continued Rule

Veiga explained why Díaz-Canel remains in power despite his shortcomings, citing a European political scientist’s theory: "The Cuban elite, led by Raúl Castro and his circle, have chosen to keep someone in place who can maintain the status quo until they decide on a future course. Then, they can find someone to lead the country in that direction."

Veiga admitted finding this explanation alarming: "I’m unsure if it’s true because it’s terrifying. The country could fall apart first. But it makes sense. It’s logical."

Raúl Castro's Abandoned Economic Reforms

The analyst also discussed why Raúl Castro did not implement the much-touted economic "guidelines." According to Veiga, fear of losing control over a rapidly changing society and warnings from European state leaders about this risk held Castro back. He believes the 2016 Party Congress marked the definitive end of these reforms.

Insights from Díaz-Canel’s Interview with Altman

In his interview with Altman, Díaz-Canel appeared more at ease and coherent than usual, which Veiga interprets as a sign that negotiations with Washington might be progressing more than publicly acknowledged. "This interview is evidently part of the ongoing negotiations between the Plaza de la Revolución and the White House," he stated.

During the same interview, Díaz-Canel described the talks with the United States as being at a very preliminary stage, ruled out negotiating changes to Cuba's political system, and warned of potential aggression against the country, emphasizing the need for military preparedness.
