Oscar Pérez-Oliva Fraga, Cuba's vice prime minister and minister of foreign trade and foreign investment, is increasingly gaining recognition both domestically and internationally. Last Tuesday, he co-chaired the 23rd meeting of the Russian-Cuban Intergovernmental Commission on Economic, Commercial, and Scientific-Technical Collaboration in St. Petersburg. This initiative complements the UAZ vehicle assembly line launched in 2025, marking another step in the bilateral industrial cooperation, which is crucial for Cuba as it looks to rely on Russia amid a widespread crisis.

Pérez-Oliva emphasized the significance of bilateral ties and expressed gratitude to the Russian government and people for their solidarity and support, especially given the challenging economic circumstances facing the island nation. During his visit, he also met with the governor of St. Petersburg, highlighting the high political level of the discussions.

In recent months, Pérez-Oliva's profile has become more prominent within the Cuban power structure. Some analysts liken his role to that of Delcy Rodríguez in Venezuela, acting as a key operator for the regime in managing strategic alliances. Additionally, he is a grandnephew of Fidel and Raúl Castro, underscoring the familial and political influence underpinning his rise within the Cuban government.

In a related development, the Russian oil tanker Anatoly Kolodkin docked at the port of Matanzas, demonstrating Moscow's continued energy support for Havana amid international pressures on the island.
