Founder of CUPET Urges to "Keep the Revolution Alive" – Seriously?

Sunday, March 29, 2026 by Madison Pena

The situation is both tragic and comedic, though ultimately overshadowed by the gravity of the crisis.

In the midst of an unprecedented energy crisis in Cuba, where blackouts last over 40 hours and scarce fuel is sold on the black market for exorbitant prices, the "Sergio Soto" Refinery in Sancti Spíritus has released a video. In this footage, a founding member of the Union Cuba-Petroleum (CUPET) urges a commitment to the revolution.

Luis Alberto Méndez Martínez, who has worked with CUPET since its inception in March 1992, stars in the video. He appeals to the younger generation to uphold “the revolution” and the “revolutionary process” that has been followed consistently over the years.

Not stopping there, the seasoned operator stresses the importance of "protecting this revolution" and the "strategic objective center" where he is employed.

This plea appears to align with the description found in Cuba's official collaborative encyclopedia, Ecured, which states that the Sergio Soto Refinery “ensures the region's self-sufficiency in oil and its derivatives.”

Self-sufficiency? In what products? In which region? These are questions any reasonably informed Cuban might ask.

With makeshift wood stoves prominently displayed on balconies in Santiago de Cuba, the President of the Republic is urging at least the provision of firewood for cooking in Havana. Meanwhile, areas go for days, weeks, or even months without water because there isn’t enough fuel to pump it. What self-sufficiency is the company claiming?

"The youth must be convinced that they still have workers like me," insists Méndez Martínez, a supervisor of fuels at the refinery. He believes the younger generation should continue "working as we, the founders, have."

According to Ecured, CUPET is “the state organization responsible for effectively meeting national demands for fuels and lubricants.”

Effectively? Meeting demands?

What might young people think, who mock the primitive wood stoves and draw parallels between the current state of the island and the conditions of ancient aboriginal communities centuries ago?

Founded in 1947, the Sergio Soto Refinery boasts a slogan on its Facebook page referring to its former name: “RECA before, today FIRST AMONG THE FIRST.”

The optimism of Cuban state communication appears to know no bounds.

Understanding Cuba's Energy Crisis and CUPET's Role
