Cubans Implicated in Lithuanian Terrorism Charges for Russian-Ordered Sabotage

A Cuban woman residing in Russia, along with two other Cubans—one holding Russian citizenship and another with Spanish nationality—are among those charged with terrorism in Lithuania. They are accused of participating in a sabotage attempt orchestrated by Russian military intelligence (GRU).

On Friday, EFE detailed the case, which is being pursued by the Baltic country's prosecution. It involves six detained individuals and three fugitives from Cuba, Spain, Colombia, Russia, and Belarus.

All suspects are accused of attempting to set fire, in 2024, to the facilities of TVC Solutions in Siauliai, where technical equipment intended for the Ukrainian army was stored.

The Arrested Cuban Woman

According to the investigation, the detained Cuban woman traveled from Russia to Lithuania on September 23, 2024, to assess the results of the failed attack. She was apprehended on site, and the prosecution alleges she was acting under GRU orders.

Other Wanted Cubans

Lithuanian authorities have also identified a Cuban-born individual with Russian nationality, born in 1991, and a woman with dual Cuban-Spanish citizenship, born in 1965. Both are subjects of an international manhunt.

Investigators suspect they played roles in coordination and logistical support from Russia and Spain.

International Network

Alongside the Cubans, the group consisted of two Spaniards, a Colombian residing in Spain, a Russian, and a Belarusian. All are believed to have operated under the command of Russian secret services to target infrastructure linked to Ukraine's military support.

The sabotage attempts occurred in September 2024 but failed during two consecutive tries. The perpetrators were captured in Latvia and extradited to Lithuania. The Colombian, deemed the financial intermediary, was arrested in 2025.

The prosecution argues that the sabotage's objective was "to intimidate society and hinder European support for Ukraine." The Regional Court of Siauliai will decide whether to proceed with trials against the detainees.
