The statement further mentioned plans to "appoint high-level teams to begin working on a pathway to end the conflict in Ukraine in a sustainable and acceptable manner for all parties involved."

Since tensions escalated in 2022, the diplomatic missions in Washington and Moscow have operated on minimal resources, hindering communication and cooperation between the two powerful nations. Rubio emphasized the need for "active diplomatic missions that can function normally to maintain these channels," highlighting diplomacy's role in stabilizing bilateral relations.

State Department spokesperson Tammy Bruce pointed out that reopening embassies is a crucial step in rebuilding the relationship between the two nations. "Foundations have been laid for future cooperation on mutual geopolitical interests, as well as historic economic opportunities and investments," Bruce added.

Ukrainian Conflict Talks: Timing is Key

While the primary focus was on rejuvenating diplomatic presence, the Ukraine war was also a key agenda item. Rubio stated that the Trump administration is pursuing a "fair and lasting" resolution, although formal discussions about the war will occur "in due course."

Citing Kremlin diplomatic advisor Yuri Ushakov, both parties have agreed to form separate negotiating teams to address the Ukrainian crisis. However, Ushakov warned that it is "premature" to discuss an immediate rapprochement between Moscow and Washington on this matter.

The absence of Ukrainian representatives in the discussions has raised concerns in Kyiv and among European allies, who fear being sidelined in decisions about the conflict's future. Ukrainian President Volodimir Zelensky criticized the meeting, asserting that "talks about Ukraine are happening without Ukraine."

Sanctions and a Potential Trump-Putin Summit

A significant topic of discussion was the possible reduction of sanctions imposed on Russia following its invasion of Ukraine. Lavrov suggested that Washington might be interested in easing economic restrictions, while Rubio stressed that any decision must be aligned with the European Union.

The potential meeting between President Donald Trump and Russian counterpart Vladimir Putin was also addressed, though Ushakov clarified that no date has been set for such an encounter.

The meeting, initiated by Crown Prince Mohammed bin Salman, was held at Riyadh's Diriyah Palace, reinforcing Saudi Arabia's role as a global diplomatic mediator.
