The newly appointed secretary of the Communist Party of Cuba (PCC) in Las Tunas, Walter Simón Noris, reprimanded the province's leaders, stating that "everything is unfulfilled" in that territory. "People need to get it into their heads that plans are sacred, and plans are to be followed," Simón Noris declared during a Government Council meeting where he chastised the province's failures.

In a report by local television station Tunas Visión, he emphasized that Las Tunas "is an agricultural and sugarcane-producing province, so the foundation of the rest of the economy here is built on that system. Thus, all our agricultural efforts are failing."

Simón Noris enumerated the failures, including issues with contracting, marketing, meat production, milk production, planting, and various crops. "All of these are failing, so how are we supposed to advance in this province?" he questioned.
